When DAO first became BC it also had a problem that after a while even with disc 2 inserted the dlc got. Additionally you have to install some missing things from your ready to install menu on the XBOX dashboard. It has always been like this since BC became a thing. Because waiting doesnt fix anything, just install and play from disc 2.
